You make some excellent points. With an action plan, these notions... can make more sense than they do in isolation.

As I reflect further on these, and as I have reflected on them over time, I note the one main thing that is missing (from all or most of these) is that they're not measurable... there is very little common understanding as to what the main terms mean.
